Neal has gained considerable experience at Rutland County Council DC, Melton Borough Council and Leicestershire County Council. With 16 years in Local Government prior to the present Company's setting up in April 2002.
He is an Incorporated Engineer with experience in transport planning, civil engineering projects, highway development control and planning related issues.
Neal is the Managing Director and head of the Transportation Section.
Malcolm has worked in Local Government for over 26 years, 6 years in Private Street Works and some 20 years experience dealing with highway issues in development control and the adoption of estate roads.
Following early retirement, he worked as a highway consultant for 7 years before setting up the present Company in April 2002.
Malcolm is the Financial Director and heads up the Developer Section that deals with Section 38/278/184 agreements and 104 agreements. The Section also deals with Highway input into planning applications.
Duncan is a chartered Engineer who joined us in 2011 from WSP. He specialises in providing strategic advice on the interaction between spatial planning and transport to both private and public sector clients. He also specialises in analysis and interpretation of data and is the technical lead on the development of DfT Business Cases for Transport schemes and the development of transport modelling evidence.
As lead consultant he has produced successful DfT Business cases to support Leicester City Council’s Transforming Cities Fund (£75M) and NPIF (£30M) awards,
Steve has extensive experience in transport planning, project management and development management in both the public and private sectors.
Prior to joining Edwards and Edwards Consultancy Limited, Steve was the Group Manager of the highways and transport Development Management Team at Staffordshire County Council. Since joining Edwards and Edwards Consultancy Limited, he has supported public sector and private sector clients on a wide range of projects that has included project management; providing independent highways advice to local authorities and parish councils; producing Transport Assessments for private developers and training highways staff.
His most recent role as project manager has been to provide a suite of guides to provide a framework for the delivery of highways development management services at Walsall Council. This has included a Street Guide, a Transport Assessment Guide, a Travel Plan Guide, and a Parking Guide.
Rod has over 40 years in Local Government gaining a wealth of experience in Highway Maintenance, Major Infrastructure Construction and Materials.
Prior to joining Edwards & Edwards Consultancy Ltd [E&E] Rod was a senior engineer/manager at Leicestershire County Council with responsibilities for Development Control, S38 / S278 / S184 Agreements Construction/Supervision, Major Infrastructure Construction and Highway Maintenance.
Rod is very experienced in managing the pressures and demands from developers, contractors, stakeholders internal and external, and the public.
Since joining E&E Rod carries out private inspections for developers prior to the issue of Technical Approval for S38 / S278 / S184 Agreements. Rod has vast knowledge and site experience and is often called upon to solve construction-related problems. Rod represents Leicester City Council on a large regeneration site at Waterside, Leicester, and Derby City Council at Chellaston. He also assists Jelson Homes Ltd with their Bond Liability Management.
Mark has extensive experience in transport planning, transport business case and funding bids preparation, project management and construction site inspections in both the public and private sectors.
Prior to joining Edwards and Edwards Consultancy Limited, Mark was the Head of Transport Strategy and Programmes at Leicester City Council. Since joining Edwards and Edwards Consultancy Limited, he has supported public sector and private sector clients on a wide range of projects that has included developing transport business cases, highways and transport studies, project management and adoption of sewers and highways.
His most recent role as project manager has been to lead the development of a bid to the Levelling Up Fund for a £15M highway improvement scheme.
Ian has over 40 years as a highly experienced project supervisor working within both the public and private sectors.
Prior to joining Edwards and Edwards Consultancy Limited, Ian was a senior engineer working for Waterman Aspen Consultants on secondment projects for the past 11 years at Derby City Council, Derby County Council, Leicestershire County Council and Nottingham City Council. Ian’s experience includes reviewing technical design proposals, NEC Supervisor inspections, management of highway construction projects together with development and preparation of detailed designs and estimates for a broad range of maintenance, resurfacing and civil engineering projects.
Ian has vast site experience, starting from working on site with construction and surfacing gangs to becoming lead NEC project supervisor, acting on behalf of Leicestershire County Council, for the Fosse Park and County Hall roundabout schemes. Ian was also involved and consulted with the Highways Agency on pinch point works at junction 21.
Deborah Rose (BSc (Hons) Dip Urban Design) is a very experienced Strategic Urban Planning & Regeneration Advisor with over 30 years experience of leading major regeneration and development projects in complex plus challenging environments in both the public and private sectors. With over 20 years in local government.
Deborah's key skills include; Specialist in urban regeneration, strategic planning and urban design, concept master planning for regeneration / urban / greenfield sites, urban expansions, renewal areas together with leading, coordinating multi-disciplinary teams and projects.
With the knowledge gained from working in both the public sector at a senior level and private sector clients she has unparalleled insight into the needs and objectives or each ‘side’ which she uses to aim for ‘win- win’ solutions whenever there are opposing views on finding a way forward.
Duncan has extensive experience in development control in both the public and private sectors.
Prior to joining Edwards and Edwards Consultancy Ltd [E&E], Duncan was an Assistant Engineer in the Highway Development Control team at Leicestershire CC, dealing with highway responses to planning applications for a period of 38 years.
Since joining E&E he has provided support to Leicester City Council dealing with highway responses to consultations on planning applications and to private sector clients. He also provided evidence at Planning Appeals on behalf of the Local Highway Authority and private clients. He has contributed to the Walsall Street Guide in respect of Speed Control and Visibility Splays.
He has recently represented E&E on an online seminar to provide views on MfS1 and MfS2 in relation to visibility standards and will give a presentation to ADEPT on the use of MfS2 standards in relation to visibility splays.
Michael has considerable experience and knowledge in Section 38 and Section 278 Approvals and Highways Development Control, with almost 40 years experience with Leicestershire County Council Highways.
Since joining Edwards and Edwards Consultancy, Michael has provided technical advice and support to Local Highway Authorities. Recently he has been involved with Derby City Council and Leicester City Council, where he is responsible for Section 38/Section S278 technical drawing approvals on large development projects. These projects include a Bellway Homes Development in Chellaston, Derby, consisting of over 650 plots. Michael also acts on behalf of Leicester City Council for Keepmoat Homes Development at Waterside, Leicester. During the Technical Approval process Michael is responsible for liaising with contractors, developers, Highway Authority, Planning Authority, and stakeholders to ensure that the Technical Approval process can run as smoothly as possible.
As well as technical drawing appraisals, Michael also has relevant site experience and carries out inspections on behalf of private developers that start on site prior to Technical Approvals being granted by the Local Highway Authority.
Sue has extensive experience in development control and development management particularly in the public sector.
Prior to joining Edwards and Edwards Consultancy Ltd [E&E], Sue was a Project Engineer in the Highway Development Control team at Derbyshire County Council (DCC), dealing with highway responses to planning applications for over 30 years.
Sue has extensive knowledge of all aspects of the development processes & procedures including local search requirements.
Her recent experience at DCC was focused on the more complex and sensitive application sites, working with developers and their consultants to assess highway impacts, develop jointly acceptable solutions and address concerns where possible.
Since joining E&E she has provided support to our private sector clients including liaising with various local authorities.
Paul is a very experienced Assistant Engineer with a strong combination of highway scheme design, delivery, site inspection and AutoCAD expertise including pedestrianisation, traffic calming, TRO (Traffic Regulation Orders) and ‘city streets’ schemes.
Prior to joining Edwards and Edwards Consultancy Limited, Paul worked for Melton Borough Council for over 10 years and for major Consultancies for over 10 years. Since joining Edwards and Edwards Consultancy Limited, he has supported public sector and private sector clients on a wide range of projects.
He has worked on Leicester City Council's Safe Routes to School and Resident Parking Schemes. He also carries out independent inspections for roads/sewers and site safety inspections for private Housing Developers.
Kevin has over 30 years’ experience in Local Government Having worked for Humberside County Council, Hull City Council and Derbyshire County Council. Initially working in Accident Investigation and Traffic Signal Design before moving on to Highway Development Control handling all types of planning applications both in a city and county environment.
Most recently as Head of Implementation for Derbyshire County Council until 2022 overseeing a Team responsible for all aspects of S38 / S278 / S184 Agreements.
Kevin has a wealth of experience in balancing the conflicting pressures resulting from major development works, navigating the planning and Legal processes and dealing with the often-conflicting needs of Councillors, developers, contractors, internal and external stakeholders and the public.
Prior to joining Edwards and Edwards, Glyn has over 30 years’ experience working in Local Government for Derbyshire County Council in their Highways Department.
10 years within Highway maintenance on their roads network, inspecting and raising works orders to rectify any defects that may occur.
More recently over 20 years’ experience as a Clerk of Works. Supervising and overseeing Contractors that construct roads within new housing developments under Section 38 agreements, ensuring that any works comply with the relevant specification to achieve final adoption by the Local Authority.
Acting as Resident Engineer on several major Section 278 roundabout improvement schemes on both the existing Highway and dedicated land mainly on the A61 inner relief road in Chesterfield Town Centre. This involved liaising with numerous relevant bodies to ensure ultimate completion of the S38 and S278 works.
George has 5 years experience working for a housing developer, Jelson Homes, where he was involved in residential schemes. This included private drainage, external works, engaging with consultants and preparing technical submissions for both the Highway and Drainage Authority.
George started as a trainee Civil Engineer and progressed to an Assistant Engineer before joining the family business in August 2021. George is responsible for carrying out independent site inspections, preparation of S184/S278 submissions, our website and assisting members of the team in various projects.
Wendy is an Admin/Accounts Assistant with 24 years experience in both large and small companies. With a previous background in banking, Wendy takes care of all the accounting and payroll tasks as well as keeping up to date with any credit control issues.
Here to support the Finance Director and liaise with clients needing assistance with account queries.
